The Land Rights Research and Resources Institute (LARRRI/HAKIARDHI) is a non-governmental organization dedicated to realizing a socially just and equitable national land tenure system in Tanzania. We focus on promoting and advancing the land rights of rural-based small-scale producers, including peasants, pastoralists, hunter-gatherers, and fisher folks.

Senior Programme Officer Job Description

Key Responsibilities:

  • Oversee activities in the Knowledge Generation and Dissemination and Public Engagement Units
  • Develop and implement advocacy strategies
  • Draft policies, position papers, and strategic policy briefs
  • Identify priorities for advocacy and policy actions on land matters and natural resources
  • Liaise with other CSOs and institutions to strengthen advocacy efforts
  • Organize and conduct reflective learning forums
  • Initiate and plan programs for the Institute
  • Develop partnerships and joint strategies for advocacy
  • Prepare and organize training programs
  • Provide pro bono legal aid to small-scale producers
  • Contribute to dissemination of good practices and lessons learned
  • Prepare project progress reports and policy briefs
  • Design new projects and provide technical expertise

Qualifications:

  • Bachelor’s Degree in Law or Social Sciences from a recognized university
  • Postgraduate Diploma in Legal Practice is an added advantage
  • Minimum 5 years’ experience in policy analysis, lobbying, and advocacy
  • Strong knowledge of land matters and land tenure systems in Tanzania
  • Excellent writing and presentation skills in Kiswahili and English
  • Experience working with civil society organizations
  • Strong skills in report-writing, communication, and analysis
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Commitment to teamwork, gender equality, and participatory approaches
  • Strong capacity building and community empowerment skills
  • Fundraising experience
