Monitoring, Evaluation and Learning (MEL) Officer Intern

The Rice Council of Tanzania is seeking a passionate, analytical and results-oriented Monitoring, Evaluation and Learning Officer Intern.

The successful candidate will support RCT in coordinating and strengthening monitoring, evaluation, accountability, learning and knowledge-management systems. The position will contribute to tracking programme results, measuring performance, generating evidence, documenting lessons and ensuring that programme implementation is guided by reliable data.

The MEL Intern will work closely with the Program and Business Development Advisor, the RCT team, implementing partners, farmer organizations, government institutions, development partners and other stakeholders across Tanzania’s rice value chain.

Key Duties and Responsibilities

• Support the MEL team in tracking project and programme results, indicators, KPIs, milestones and targets against approved workplans and results frameworks.
• Assist in developing, updating and maintaining performance trackers, indicator-tracking tables and project databases.
• Support the collection, entry, cleaning, verification and organization of programme data from field activities and implementing partners.
• Help ensure data quality, completeness, accuracy and consistency through routine verification and validation.
• Support field-monitoring visits and document programme progress, achievements, challenges and emerging lessons.
• Assist in preparing monthly, quarterly and annual performance summaries using programme data and implementation reports.
• Support data analysis using Excel, KoboToolbox, SurveyCTO, TolaData, Power BI, SPSS and other relevant MEL tools.
• Assist in developing and updating dashboards and data visualizations for programme performance tracking and management decision-making.
• Participate in baseline surveys, assessments, outcome monitoring, end-line studies and other MEL assignments.
• Document success stories, case studies, lessons learned, innovations and evidence of change generated through RCT programmes.
• Work with programme teams to collect photographs, testimonies and other evidence required for impact documentation and communication.
• Support the development and maintenance of the RCT MEL knowledge and evidence repository.
• Ensure that programme documents and datasets are properly organized and accessible.
• Participate in stakeholder consultations and field activities involving farmers, farmer organizations, government institutions, development partners and other rice value-chain actors.
• Support the identification and documentation of good practices and scalable models within Tanzania’s rice value chain.
• Maintain the confidentiality and integrity of programme data and ensure proper handling of MEL information.
• Perform other MEL, research, data-management and learning duties assigned by the supervisor.

Qualifications and Experience

Applicants should have:

• A first degree in Monitoring and Evaluation, Statistics, Project Planning and Management, Development Studies, Agricultural Economics, Agriculture or Agribusiness, Data Science, Information Systems, or another relevant field.
• Additional training in results-based monitoring and evaluation or project management.
• Practical experience in monitoring and evaluation within an agricultural or donor-funded project environment.
• The ability to work independently with limited supervision.
• A strong willingness to learn and receive training.
• Excellent analytical and report-writing skills.
• Computer proficiency and familiarity with word-processing, spreadsheet and database applications.
• Experience in proposal writing will be an added advantage.
