Job Description

Chemaf is recruiting an experienced Assistant General Manager (AGM) – Land Acquisition, Resettlement & Community Relations to lead the on-ground execution of land acquisition, community resettlement and stakeholder engagement programmes supporting mining operations in Africa.

This senior leadership opportunity is designed for a professional with extensive experience in land management, community relations, livelihood restoration, grievance resolution and engagement with government institutions and traditional authorities. The successful candidate will serve as a key interface between Chemaf, project teams, communities, government agencies and other stakeholders.

About the Role

The Assistant General Manager will be responsible for the on-ground execution and management of land acquisition, community resettlement, livelihood restoration and stakeholder engagement programmes.

The role requires strong knowledge of African community dynamics, customary land systems, traditional leadership structures and recognised community engagement practices.

The successful candidate will coordinate relationships among the company, affected communities, traditional authorities, government agencies and project teams while supporting transparent, ethical and well-documented land acquisition and resettlement processes.


Key Responsibilities

  • Lead the day-to-day implementation of land acquisition and resettlement programmes.
  • Identify and document Project Affected Persons and support surveys, valuation, compensation and relocation activities.
  • Coordinate community relocation in accordance with approved resettlement plans.
  • Maintain accurate records of affected persons, compensation, payments and outstanding commitments.
  • Engage communities, traditional leaders, local authorities and government representatives.
  • Conduct consultations and awareness sessions and address emerging community concerns.
  • Support livelihood restoration initiatives and monitor post-relocation outcomes.
  • Establish and manage grievance mechanisms and facilitate the resolution of community issues.
  • Coordinate statutory approvals and maintain records of meetings, agreements and commitments.
  • Lead field teams and provide regular reports on land acquisition, relocation, livelihoods, grievances, stakeholder engagements, risks and other key performance measures.
  • Maintain compliance records and uphold a zero-tolerance approach to unethical practices.

  • Successful implementation of approved land acquisition and resettlement plans.
  • Transparent management of compensation, relocation and livelihood restoration activities.
  • Strong relationships with affected communities and relevant stakeholders.
  • Timely management of grievances and community conflicts.
  • Accurate reporting on progress, risks, commitments and outstanding activities.
  • Complete compliance documentation and ethical execution of all assigned responsibilities.

Qualifications and Experience

  • Bachelor’s degree in Social Sciences, Community Development, Rural Development, Land Management, Anthropology, Development Studies, Project Management or a related discipline.
  • At least 10 years of practical experience in community resettlement, land acquisition, social development or stakeholder engagement.
  • Direct experience supporting community resettlement programmes linked to mining operations is strongly preferred.
  • Extensive experience working within African communities, traditional authority structures and government institutions.
  • Strong understanding of African community dynamics, customary land systems and traditional leadership structures.
  • Demonstrated experience coordinating complex field operations and stakeholder relationships.
  • Fluency in English and Swahili is mandatory.
