The East African Crude Oil Pipeline (EACOP) project is a major midstream oil infrastructure development spanning Uganda and Tanzania. Once completed, the EACOP Company will operate a 1,443 km thermally insulated crude oil export pipeline transporting oil from Kabaale-Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania.

EACOP is seeking a qualified H3SE Supervisor PS5/6 to support operational health, safety, social and environmental objectives at PS5. This role is responsible for ensuring compliance with EACOP H3SE management systems, implementing risk controls, supporting emergency preparedness, conducting audits and inspections, and promoting a strong safety culture across site operations and contractors.

1. H3SE Supervisor PS5/6

Key Responsibilities

• Assist the DSA in all matters relating to safety, health and environmental protection coordination onsite.
• Monitor and ensure compliance with company H3SE management procedures and policies.
• Prepare and execute Work Permits as Safety Authority.
• Conduct and participate in safety training for site personnel and contractors.
• Monitor effectiveness of the Site Emergency Response Plan and propose improvements.
• Carry out H3SE KPI and event reporting in coordination with DSA.
• Control site operations and interventions ensuring compliance with procedures.
• Ensure risk assessments are performed before potentially dangerous activities.
• Participate in and organize Job Risk Assessments.
• Implement corrective actions arising from H3SE site tour findings, audits and monitoring activities.
• Stop unsafe operations and immediately report to site management.
• Coordinate emergency response team preparedness.
• Review and update emergency response organization and function sheets.
• Support daily drills and emergency exercises.
• Participate in establishment of preventive maintenance schedules for safety equipment.
• Monitor contractor H3SE performance.
• Check compliance with safety equipment inspection procedures.
• Ensure availability and functionality of life-saving appliances.
• Monitor closure of safety observations and corrective actions.
• Investigate incidents and accidents and follow up recommendations.
• Prepare daily, weekly and monthly H3SE reports.
• Participate in construction phase H3SE documentation reviews.
• Support preparation and delivery of H3SE training programs.

Health, Safety & Environmental Responsibilities

• Comply fully with Company H3SE policies and Life Saving Rules.
• Actively participate in H3SE awareness and promotion programs.
• Maintain continuous awareness of unsafe conditions.
• Communicate H3SE concerns and opportunities for improvement.
• Maintain a safe, clean and organized work environment.
• Participate actively in implementation of the H3SE policy.
• Provide guidance to management teams and contractors on H3SE matters.

Qualifications & Experience

• Graduate or Diploma in Engineering, Sciences or equivalent field.
• HSE Certification such as NEBOSH, OSHA or IOSH.
• Previous experience as a Safety and Environmental professional.
• Previous experience as HSE Engineer, HSE Supervisor or HSE Officer.
• Minimum 10 years' experience in an operational environment, preferably oil and gas industry.
• Strong knowledge of HSE management systems.
• Knowledge of risk assessment and occupational health and safety.
• Good command of written and spoken English.
• Knowledge of international HSE standards.
• Knowledge of dangerous goods regulations would be an advantage.
