Job Description

The Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) is inviting applications from qualified and experienced professionals for three management positions at its Secretariat in Harare, Zimbabwe.

Established in 1997, MEFMI is a regional capacity-building institution supporting ministries of finance, central banks, planning commissions and related institutions across Eastern and Southern Africa.

These opportunities offer professionals the chance to contribute to regional institutional development, digital transformation, human capital management and sovereign asset management.

  2. Information Technology Manager

1. Human Resources Manager

Reporting To: Director, Finance and Administration

Job Summary

The Human Resources Manager will provide strategic and operational leadership for MEFMI's human capital management function.

The successful candidate will develop and implement effective people strategies, policies, systems and programmes to attract, develop, engage and retain high-performing employees.

Key Responsibilities

  • Develop HR strategies aligned with MEFMI's institutional priorities.

  • Lead workforce planning, talent acquisition and employee retention initiatives.

  • Strengthen performance management and organisational accountability.

  • Develop and implement HR policies, procedures and compliance frameworks.

  • Coordinate learning, development, coaching and leadership programmes.

  • Promote employee engagement, wellbeing and a positive organisational culture.

  • Provide compensation and benefits benchmarking recommendations.

  • Use HR analytics, information systems and AI to support evidence-based workforce decisions.

  • Support organisational development, restructuring and change management.

  • Provide strategic HR advisory services to management and staff.

Qualifications & Experience

  • Master's Degree in Human Resources Management, Business Administration, Public Administration, Industrial Psychology, Organisational Psychology or a related field.

  • At least 5 years of progressive professional experience, including 3 years at supervisory or managerial level in human resources.

  • Strong understanding of strategic and operational HR management.

  • Excellent interpersonal and people management skills.

Added Advantages

  • PhD in a relevant field.

  • Membership of a recognised HR professional body.

2. Information Technology Manager

Reporting To: Director, Finance and Administration

Job Summary

The Information Technology Manager will lead the planning, design, implementation, management and maintenance of MEFMI's ICT infrastructure and systems.

The position combines ICT strategy, cybersecurity, data protection, digital transformation, enterprise systems and technology governance.

Key Responsibilities

  • Develop and implement ICT strategies, policies and governance frameworks.

  • Lead ICT security, cybersecurity and data protection initiatives.

  • Evaluate emerging technologies, including Artificial Intelligence.

  • Conduct ICT risk assessments and recommend mitigation measures.

  • Oversee technology needs assessments, procurement and Data Protection Impact Assessments.

  • Manage LAN/WAN infrastructure and secure communication systems.

  • Oversee network services, architecture and design.

  • Maintain administrative and programme management information systems.

  • Strengthen data management, privacy and information security controls.

  • Manage ICT service delivery, contracts and vendor relationships.

  • Develop business continuity and disaster recovery plans.

  • Support technology-enabled institutional transformation.

Qualifications & Experience

  • Master's Degree in ICT, Computer Science, Information Systems or a related field, or an MBA with a relevant ICT qualification.

  • At least 5 years of progressive professional experience, including 3 years at supervisory or managerial level in an ICT/IT function.

  • Demonstrated understanding of ICT management, digital transformation, cybersecurity, data protection and ICT service delivery.

3. Programme Manager, Sovereign Asset Management

Reporting To: Director, Financial Sector Management Programme

Job Summary

The Programme Manager, Sovereign Asset Management will design, develop and coordinate regional capacity-building activities focused on sovereign asset management, financial market infrastructure and settlement systems.

The position supports MEFMI member countries in strengthening reserves management, financial market operations and investment management capabilities.

Key Responsibilities

  • Identify sovereign asset management capacity gaps and develop relevant training programmes.

  • Plan and coordinate country-specific technical assistance missions.

  • Design and deliver workshops, seminars and e-learning programmes.

  • Coordinate technical assistance and training with development and technical partners.

  • Prepare annual sovereign asset management work programmes.

  • Develop training on traditional financial assets, emerging instruments and technology-enabled assets.

  • Support member countries in strengthening asset allocation and risk management.

  • Support the selection, development and utilisation of MEFMI Fellows.

Qualifications & Experience

  • Master's Degree in Economics, Financial Economics, Finance/Investment Management or Banking.

  • At least 5 years of professional experience, including 3 years in a supervisory or managerial role.

  • Strong understanding of the macroeconomic environment relating to reserves management.

  • Proven experience in central bank foreign exchange reserves management, financial market operations and financial sector capacity building.

  • Experience in global fixed income, money markets, interest rate derivatives, portfolio management or external manager selection is desirable.

  • Understanding of technology applications in investment management, portfolio construction, risk oversight, digital assets and fintech.

Added Advantages

  • MEFMI Fellowship or Technical Working Group participation.

  • CFA, CIPM or FRM certification.

  • Research and capacity-building experience.

  • Knowledge of reserves management technology platforms.

  • Experience in multicultural professional environments.

  • Working knowledge of Portuguese.

Eligibility & Employment Benefits

Eligible Nationalities

Applicants must be nationals of one of MEFMI's 14 member countries:

Botswana, Burundi, Eswatini, Kenya, Lesotho, Malawi, Mozambique, Namibia, Rwanda, South Sudan, Tanzania, Uganda, Zambia and Zimbabwe.

Duty Station: MEFMI Secretariat, Harare, Zimbabwe.

Contract Duration: 3 years, renewable subject to satisfactory performance and applicable conditions of service.

Remuneration: Attractive and competitive remuneration package in United States Dollars (USD). The exact amount has not been disclosed.

Working Language: English.
