The U.S. Mission in Tanzania is seeking an eligible and qualified Project Management Specialist (Foreign Assistance) to join the State Foreign Assistance Office in Dar es Salaam. The position is focused on Global Health and supports the strategic planning, design, budgeting, implementation, monitoring and evaluation of U.S. Government foreign assistance programmes and projects.
The successful candidate will contribute to the administration and oversight of assistance projects, working with implementing partners and other stakeholders to ensure programme objectives are achieved in accordance with financial, regulatory, technical and implementation requirements.
This is a permanent, full-time position working 40 hours per week, with occasional travel required. The advertised annual salary is TZS 77,198,752.

Key Responsibilities
Project Management & Assistance Administration
Approximately 50% of the role focuses on project management, including contract, cooperative agreement, grant and activity administration.
Key responsibilities include:
- Oversee implementation of foreign assistance projects and ensure alignment with broader strategic objectives.
- Serve as a technical liaison between U.S. Government officials and implementing partners.
- Provide technical guidance and oversight to assistance programmes.
- Monitor compliance with award terms, conditions, policies and applicable regulations.
- Maintain communication with relevant oversight representatives.
- Provide updates on programme performance and activities.
- Apply technical expertise to resolve issues and support effective project coordination.
Monitoring, Evaluation & Reporting
- Develop performance monitoring plans.
- Oversee implementation of monitoring plans.
- Conduct evaluations and prepare programme/project reports.
- Monitor implementing partner performance.
- Verify compliance with technical requirements and quality standards.
- Conduct site visits to collect data and verify progress.
- Analyse programme and project performance data.
- Prepare and update project documentation, memoranda, spreadsheets, databases and other administrative reports.
Stakeholder Engagement
- Represent the State in engagements with key stakeholders.
- Manage information flows and provide input to support decision-making.
- Communicate policies, priorities and standards to cross-cultural audiences.
- Build and maintain partnerships.
- Participate in working groups, committees, technical review panels and other relevant bodies.
- Support alignment among stakeholders through technical input and engagement.
Financial Management
- Manage programme and project budgets.
- Monitor funding pipelines.
- Oversee financial aspects of awards.
- Monitor financial status and budget execution.
- Track quarterly accruals and incremental funding.
- Support compliance with applicable financial regulations.
Information & Records Management
- Establish and maintain programme and project files.
- Use required electronic storage applications.
- Maintain documentation of monitoring and oversight activities.
- Maintain records of site visits and implementing-partner correspondence.
- Ensure relevant project documentation is properly retained according to State standards.
QUALIFICATIONS & EXPERIENCE
Education
Applicants must hold a Bachelor’s Degree in one of the following:
- Public Health
- Program Management
- Medicine
- Financial Management
- Business Management
Professional Experience
Applicants must have:
- A minimum of four (4) years of professional work experience in public health project management and/or financial/administrative support.
- At least one year of relevant experience implementing a U.S. Government assistance programme, project or activity.
LANGUAGE REQUIREMENTS
Applicants must have:
- English: Level 4 – Fluent speaking, reading and writing. This may be tested.
- Kiswahili: Level 3 – Good Working Knowledge in speaking, reading and writing.
KNOWLEDGE REQUIRED
Candidates should demonstrate:
- Good understanding of programme and project management processes.
- Knowledge of contracting and funding practices.
- Understanding of foreign assistance implementing mechanisms.
- Knowledge of programme/project financial regulations and procedures.
- Knowledge of Tanzanian government institutions and bureaucratic processes.
- Knowledge of relevant laws, policies and regulations.
- Research and analytical knowledge for complex programme issues.
- Understanding of the legal and regulatory framework governing grants and project management.
- Thorough understanding of public health and health systems in Tanzania, including the HIV epidemic and relevant programme strategies.
SKILLS & COMPETENCIES
