FHI 360 is seeking a highly experienced Senior Technical Advisor, Laboratory Services to support laboratory strengthening initiatives under the EpiC Project in Tanzania. This strategic position will contribute to improving HIV, TB and related diagnostic services across Police, Prisons and public sector health facilities while strengthening national laboratory systems and quality management frameworks.

Key Responsibilities
- Provide technical assistance for HIV and TB laboratory services across supported health facilities.
- Support implementation of HIV and TB diagnostic algorithms and specimen referral systems.
- Strengthen laboratory service delivery, workflow management and client-centered diagnostics.
- Support deployment and utilization of laboratory technologies and point-of-care testing platforms.
- Provide technical guidance on advanced HIV disease laboratory packages and priority diagnostic services.
- Strengthen laboratory quality management systems across supported facilities.
- Support internal quality control, external quality assurance and proficiency testing programs.
- Conduct laboratory quality assessments and compliance reviews.
- Mentor laboratory staff on good laboratory practices, biosafety and quality improvement.
- Support integrated HIV and TB service delivery initiatives.
- Strengthen collaboration between laboratory, care and treatment, TB and pharmacy teams.
- Support implementation of specimen referral and diagnostic networks.
- Develop and adapt SOPs, job aids, checklists and training materials.
- Review laboratory performance data and recommend improvement actions.
- Prepare technical reports, presentations and project success stories.
- Monitor laboratory commodity availability, equipment maintenance and inventory status.
- Support troubleshooting of operational challenges affecting laboratory services.
- Ensure compliance with national guidelines, donor requirements and safety standards.
- Maintain confidentiality of laboratory and client information.
Qualifications & Experience
- Master’s Degree in Medical Laboratory Sciences, Biomedical Sciences, Clinical Laboratory Sciences or a related field.
- Master’s Degree in Public Health, Laboratory Management or a related discipline is an added advantage.
- Minimum 6 years of progressive experience supporting laboratory systems, laboratory networks and referral systems.
- Registration and licensing with the relevant professional regulatory body in Tanzania where applicable.
- Experience working with NGOs, government institutions, development partners, donors or private sector organizations.
- Experience with molecular testing platforms including deployment, validation and troubleshooting.
- Experience managing project work plans, budgets, donor reporting and compliance requirements.
Skills & Competencies
- Strong knowledge of Tanzania's laboratory systems and diagnostic networks.
- Expertise in Laboratory Quality Management Systems (LQMS).
- Knowledge of ISO 15189 laboratory standards.
- Experience with SLIPTA, SLMTA and laboratory accreditation processes.
- Strong laboratory assessment and continuous quality improvement skills.
- Knowledge of biosafety, biosecurity and infection prevention practices.
- Expert understanding of HIV testing services, viral load monitoring and early infant diagnosis.
- Knowledge of laboratory information systems and health information interoperability.
- Strong analytical, reporting and data utilization skills.
- Excellent mentoring, coaching and stakeholder engagement skills.
